Victim

Description: The bus was very crowded due to Chapala Monday market.  A man crowded against me while I was standing up.  He unzipped my pocket and removed my wallet as I was trying to vacate the bus at my bus stop.  I recognized the loss before I exited and I asked the driver to stop the bus and alert the police, which he would not do.  I accused the man directly but he denied the theft.
Harm?: No.  But I did not press the issue.  No one on the bus came to my assistance although it was clear what had happened.
Amount Stolen:

$700 pesos.  Driver's license, bank card, Medicare and health insurance cards were in the wallet.  Of course, my licenses and cards are of most importance.

Police: The bus driver would not do this (call the police).  I went to the San Anonio office in the plaza and was told to go to the police in Chapala.  The police in Chapala showed sympathy but sent me to the Chapala Ministerio.  No one there could (would) help us.  We then returned to  police office in Chapala and they at least took our address and phone number.  It was clear that one department didn't know much about the other department.  We were sent back and forth many times before the police would take our name and contact information.

Report Filed
Ministero:

They seemed to have no way for us to formally file the report.  My wife explaned the situation in limited Spanish.  No one in the Ministerio spoke English nor did they seem to care about helping us. The police seemed surprised that no one could fill out the report.
An English language Manifestar would be very useful.  It could have been filled out by us and left with both the police and the Ministerio.  I feel that even if the cards would show up somewhere, our documents would not get back to us.  Very frustrating day....
