 While walking my dog, a car came up to me and drove very slowly  next to me as i walked on the sidewalk.  He was masterbating. and calling me to him. the road in front of me looked deserted so i turned around.  he drove off.   i walkded down constitution and he was there again.  he slowed down and said "looking nice, lady" in english while exposing himself again.    I yelled at him to get out of here.
